Is there a theory of the ruling class in the German doctrine of the State between the 19th and the 20th centuries? And what specific role does the political and cultural elite, the Gelehrte, play in it? Starting with Meinecke, the author tackles this complex issue – strangely neglected by specialized international historiography – comparing the ideas of Gneist and Treitschke, Schmoller and Cohn, Kautsky and Mosca, Bernstein and Naumann, and relating them to political writers of the following generation, from Weber to Michels, Hintze, Kelsen.
