A new approach to the formation of «Europeans» in the process of unification. This fundamental aspect of federalism must be critically re-appraised in the light of new ideas such as those contributed by J. Habermas. Territorial and state boundaries are replaced by constitutional values, freedom, equality, solidarity and peace. European citizens thus become the soul of the European Constitution, fulfilling an ideal that grew out of the resistance against Nazi-Fascism to unite and free the world and making it a place of peace.
