The mercantile community formed the principal character in the transformation of the Tuscan financial system during the first decades of the 19th century. It was flanked by a limited portion of regional aristocracy who above all tended to undersign share capital of credit institutions and several property enterprises. Until the 1950's no direct intervention on behalf of the State authorities was forthcoming and whatsmore once the idea of a single bank of issue was conceived they were incapable of providing specific regulations.
